Impression Fraud?

I'm running a new adwords campaign, and some of my most obscure keywords (exact match) are getting thousands and thousands of impressions in the first day.
This is not even remotely possible.
These are keywords that, I would have hoped would get 3 impressions per day, let alone 5,000+ and higher.
Country listed is only USA and Canada.
Does this happen alot, and end up being corrected?
Is it Impression Fraud?
My CTR is being driven down fast on these keywords.
