Try using free website builders such as Yola, Weebly, Blogger. You can test with these free sites and then move to a professional site when you've figured things out.

not yet, but it's going to be your standard single page opt in. You don't have to do anything major, just make sure it's customized to what you're offering... so if it's grocery gift card, content...

I'm going to be trying a new method. LP with opt in, when they enter name and email address and then click submit button they are taken to the offer page. This way I get the lead and the conversion...

usually updates right away but some offers may have a reporting delay. Yes you can promote offers on Twitter and any social network that are authorized for social marketing

You can, but it's always safer to send users to a website because if FB sees that you're redirecting people a CPA offer they may not like it. check the details of what the guys did who were sued by...

as stated by dark witness you need to use iFrame... also FB has blacklisted Maxbounty urls (remember the maxbounty facebook lawsuit). To be on the safe side I usually link to a website with the CPA...
