It's Google "Page Rank" which is somewhat important when considering back links.
Google page rank goes from 0 to 10 and even a 3 or 4 is good for back links.

I found the program I bought a few years ago. It's called ProAnalyzer at Proanalyzer.com but I don't see that it collects IP Addresses. It seems to be a pretty good program though and not expensive...
