Well yes and no, the issue is that since goolge parses the url and removes the dividers (like . or -) if you use keywords in your url then url links are seemingly the same as exact match anchor text...

As it was a newer site my recovery plan was simple, redirect all the old urls to the home page and then create new urls for the old content and rebuild the links.
