Active Fanpage Necessary for Ads?

If an advertisers only concern is to get people off of FB to a CPA landing page or opt-in page then how important is an active fanpage with a lot of engagement?

Would it not be much easier just to buy a few thousand likes (drip fed of course) just for some social proof then after that is done put all your time and effort into ad targeting, ad optimizing and sales funnel optimizing? This is a part I always get confused on and bounce back and forth with.

    I have found that having an active fan page helps. A % of people that click on your ad will also click on your fan page, so if they see interesting content and that it is updated regulary, they are more likely to like the fan page as well so you ad pulls double duty giving you fans you can market too long after the ad is done.
