Twitter will soon include text formatting, and the new feature is currently in the pre-deployment stage:

Twitter CEO Elon Musk announced this back in January.

Anyway, the primary goal of the feature is to provide more ways for users to share longer messages in the app, a departure from Twitter's original function as a microblogging platform.

And because users can tweet longer, it makes to have text formatting. For instance, business accounts can use underlined text to emphasize whatever content they want emphasized.
