They are most likely using a tab plugin of sorts.

Do a search for custom FB tabs; you'll have plenty of options.

how is everyone else seeing this page? When I click on it it says that it can not be displayed. Not having issues right now with the net either as I can get on other sites.

Actually its not complicated as it seems. You can create a Facebook app for your link and and your Facebook app as an tab to your page.

I think they a sort of plugin for that.. There are apps where you can build ur own website or online shop within a fb page.. just dig goole u will find a lot..

Well, to begin with things, in my opinion, that's a bad fan-page. A real fan-page should allow for content to be posted from people - social interaction - interest - more shares and chance of gaining more attention. It should never be a static information page. There are facebook apps that allow for you to do this sort of thing but they are much better ones imo.
