Help with social bookmarking

so sorry for my ignorance in this subject, it has been a steep leaning curve
Ok i have been learning and trying to do my own seo the past few months and learning along the way. i have been so consumed in making alterations to my website and learning about blogs i have not looked into what social bookmarking is. when i read post about seo it is allways mentioned there so i thought i would look into it a bit more.
the only problem is when you search the web you find so many opinions. I understand in most seo practices you want it to look natural so you dont want 800 bookmarking links in the first day. can anyone forward me to any quality information on this subject or give me some advice.
also do i want to be submitting my website to these bookmarking site or just the blog section of my site.
