Facebook Custom Audience Scraping - Is it Now Too Risky?

I do a LOT of advertising on FB and have used my own custom audiences for a while.
I have resisted using scrapers (Social Lead Freak, FB Niche Dominator) mainly because I do well enough without,.
However I hear so many people talking about how they can get a like under 1c and a click below 3 or 4c by scraping the iUD's of groups, events etc using one of these tools and then creating a custom audience - that I feel like I should try it.
BUT, it is clearly against the TOS of FB and I also hear of a few people getting kicked out of FB because of using them.
Clearly, if you upload 10, 20, 30 or more files of 10,000 plus iUDs in very different target markets it's going to be easy for FB to assume that you're scraping them.
What is the current real situation - is this safe? How safe?
Should I not bother???
