Here is a new chrome extension for creating CSS live on web pages.

Note: This plugin will not work on local files means webpages that are opened with file:// protocol, because Chrome restricts access to local file through plugins. You will have to open webpage from a server - means through http:// or https://. Even http://localhost/yoursite also works.
