Best CMS or Plugin to Create Auto-Payout Rewards Program?

Okay, I have a business that I have customers for. But I want to build a part of the website (which can be a new CMS or use wordpress plugin or whatever) that will have a "rewards" program, if they complete actions (like complete a questionnaire about how my business could improve, try a free sample of a new product, etc).

The rewards should be listed in dollar amounts and then when they reach a certain amount, I want them to be able to "cash out" and automatically withdraw the money. I'd like to try and automate the process as much as possible because I have thousands of customers who would be a hassle to deal with individually.

I think maybe this goes beyond a CMS and may require some sort of eCommerce system, I heard of WooCommerce, but I'm looking for more of a system that pays THEM not me, so not a system where they buy products but rather THEY receive cash rewards for helping me improve my business and letting me market my products to them as I already have a separate system for selling the products, or pays them for every e-mail they read from me (once they click the link in the email) or stuff like that.

So anyone know of a good Rewards CMS? or if WooCommerce can do these features and if so using what extensions or themes,etc.
