Wordpress Blog Layout - Please Help

I have been following you for a very long time and I want to ask you something which I'm sure you'll be able to help me.
Here's my problem: I want to create a website I planned almost everything but I need help for layout of the site. I want to have a static page and a blog page. On my static page I want to give links to my popular posts. From my static page I want to give link to my blog page but in my blog page I want a layout like this:Fadeaway World | More than points you see the grouping of categories. how can ı do that? ı use thrive content builder ı also have site origin page builder plugin installed. Are there any other plugins that gives the look of this site or is it just because of the theme? Can you recommend a good theme also which allow me to do the thing I mentioned above.
