You use the plugin only if you need them. Just like you go to the stores and buy what you need, and not that you buy them all and use them when you need.

Make sure you have Yoast SEO Plugin in your list. This will save you time over optimizing each page's meta data, xml site map, link elements, social integration etc.

I would suggest as an alternative to EWWW this plugin, it is very simple to use and free for the average blog

Other than that, here are 2 plugins I find very useful when dealing with clients:

it helps me find slow queries and other non-optmized queries

I don't think any limit to use WordPress plugin on the website because it depends your website need and capacity. Because so many unnecessary plugins make your website speed slow due to space problem.

Yoast SEO is very good.

I would add these ones:

1) Manage WP
2) Broken Link Checker
3) Adblock Blocker (if you want to deter users with Adblock)
4) NewStatPress
5) Favicon by RealFaviconGenerator
6) Easy Affiliate Links (if you have affiliate links of course)

Plugins are generally task specific. Without knowing what you want to accomplish, there is no way to recommend plugins.

Wordpress is the CMS based programming. it is used to dynamically post, slider, etc.
Top-Rated Plugins is not a tropics. sometime you must need low rated plugin. there are many plugin is free. then you do not need bye it.

There is a lot and it's better for us to recommend once we know what you want to do with wordpress. Example: SEO plugin is awesome by Yost, but if you do not care about SEO then I dont know what to recommend. Just a thought.

ps. There are many that simply help speed up the load time of your site, etc.
