How do i create an upload feature on WordPress website

    you have many themes that does that, best is to gave your site where user can post content inc videos ect... but not to upload big files to your website as you will need a lot of disk space. Big files will fill up your dick space very quickly unless you have high speed and maybe private Server only for your website and not shared with many others.
    To be very honest you have to have good budget for these type of sites.

    It would be very expensive to do this if you become popular. Videos and such eat up bandwidth and Gigabytes. Maybe you could start a forum and ask people to discuss videos. They could post links so the video is hosted elsewhere but still discussed on your site
