Creating a custom opt-in

Hey Everyone,

I was wondering how long do you think it would take a developer to create a static custom opt-in for a front page?

And what do you think is the best program to create a embedded opt in if i could? I tried the free mailchimp, and the hustle plugin, but they could not create what i want.

I wanted something with a transparent background and a picture behind it and does not dissapear
when completed so it does not feel like a pop up or advertisement.

I want it to feel part of the website.
