Missing Something Basic on Anchor Text

I did a bit of reading on Anchor text and am still not sure what it is. Best i can tell it is that what ever words I designate as anchor text the search engines will attempt to classify the page as?

Should I use it in my headers or headlines text at the top of the page? the more I read the less i seem to understand it.

Normally I can figure this kind of stuff out but for some reason this concept is not sinking in.

    Anchor text is words where you want to put an emphasis on, that is why you have to put hyperlink on it.

    You can put it everywhere, however it is highly recommended to put it in the beginning of the articles' body while the readers still keep on attracted reading.
