Help in Outsourcing Web Development

I have a web site I would like to launch. I don't have any sort of web development knowledge so I have no intention of doing it myself. My question is, what level of knowledge do I need to have to ensure that the site is built to my requirements?

For example, if I were to put a request for bids on one of the outsourcing sites, I wouldn't really know where to start. I do have a mock-up that I have drawn, a list of requirements and features that I would like, and a couple of sites on the web that I can point to as decent models for a concept of how I would like mine to look, but I have zippy idea of any of the technical aspects that might be useful to help the developer build a site that meets my needs.

Is this something that the developer and I could simply discuss or do I need to have a more solid idea before I even pick someone to do the work?

    I think in your case the key is the communication. Make sure your webdesigner understand where you are and what you want and he/she should be able to help you get a clear vision.

    I work as a web designer full time and 1 out of 10 customers have a 100% clear vision of what they want, the rest of them are 60%-80% sure with a lot of gray area.

    The only setback that I can foresee is that you get a quote that later gets higher as you realize what kind of shape your project is turning into. You may get someone started at $300 and tell him they're getting another payment of $300 and they ask for more since you weren't clear on what you want from the beginning. That happen a lot with us.

    That would be the only major problem you may face that I can see.

    A gree communication is key and thoroughness. Be very specific because making changes or not explaining exactly what you want can become not only expensive but time consuming.

      Thank you both for your input. This is what I anticipated and is why someone with solid English skills will probably be a huge requirement when I select my designer.

      As far as knowing what I want...Feature-wise, I know pretty much exactly what this site will need. What I do not know is ideal layouts, how to distribute content across multiple pages, and things like formatting/colors/themes. Is this something that is typically on the site owner (me) to determine and then just have the designer implement it or is the designer typically able to advise on the best way to implement my feature set?

    You need to provide the specification of your project. Full details and description of the project would be great. Having a real time communication with the designer/programmer is a ++ factor, so any problem that may arrive during the course of the project would be solve immediately.
