Need Help With What Wordpress Plugins to Use

What I want to do is:
- enable people to become a member, start a post and upload one/many images, along with a post about the images.
- others, members, can then comment on that and upload their own images to show/compare.
This site will be for a very specific reason... but, to keep it easy, let's suppose it's a bunch of ferret lovers.
Member will upload their ferret picture and say "does this look cross eyed to you? He's about 5 and I'm sure he's not right. See pic 2, I've shown how his toes are crossed... does that mean anything".
They would choose categories.
Other ferret loving members might then post "Yeha, cross-eyed ... get a new one", or "Oh, I have one like that .... and I think it's because he's Siberian, here - see how the toes of mine point north"
Ultimately, each thread would come to a conclusion - and it'd be absolutely decided that the ferret was cross-eyed after all ... and that'd be the end of the thread. So, at that point I'd like the original member to be able to close the thread down for comments (maybe), or perhaps that's an admin function.
Anyway .... 3 months on, another ferret lover turns up .... and I'd like the system to automatically email all the people on that thread (based on categories matching) to say "hey - there's another cross-eyed ferret thread running...."
So .... what Wordpress plugins do people suggest?
