I am a newbie and have a request from a client to give the requirements and the quote for a web epayment solution that will enable account owners of the site to pay utility bills, found accounts, create a card like ATM type for Pos services. Please, i need a detailed information on the requirements and the cost of this project. Samples of the project are martexpress dot com and quickteller dot com

    That seems like a somewhat involved project. Do they have the payment gateway already? You could easily build much of the site with PHP but there is the unknown variable of the payment processor.

    You need to get that information from the client, or investigate it yourself and charge much more.

    For just the site and the PHP I'd charge around $6500.
