As an exercise I have developed the layouts of some website by taking the image from the internet in which the heights and widths of the page are given and I just have to develop it using html and CSS, but does that happen in every situation like a developer gets the papers with all the measurements and he develop it accordingly or he have to suggest all the measurements by himself

      Dev,

      You forgot a couple...
      • Listen to a person that has no idea what they're talking about tell you how easy the job they want done is so their offer of $20.00 to do it is more than fair.
      • Explain to the client why their preferred Black, Pink, and Chartreuse color scheme probably is not a good idea.
      • Explain to the client that being listed on page 205 of Google's search results for their keyword(s) probably doesn't warrant a champagne party.
      • Explain to client why your well designed site didn't have the 200k visitors the client expected the first week the site was live.
      • Explain to the client why clicking on their own Adsense ads 400 times probably will not have the result they anticipated.
      • Explain to the client that your contract with them did not include supplying the site's content.
      • And on and on and on and on...

This is the short list of why I would never get into the web development business.

Many years ago I was involved with a screen print shop. I did the artwork and also managed/did the printing. It was the actual printing that covered the cost of developing the artwork because 99% of everybody who walks through the door has this idea in their head of what they think the artwork should look like but they never consider how that mental image translates to an actual image. For instance in the real world you cannot screen print the Lord's Prayer on the head of a pin.

That is also a short list of why I don't work on other people's sites anymore.

I still shake my head when I see threads where the OP states that they have no idea how to do something and then in the same sentence state how simple it is to do. Those threads are just moronic.

Anyone that supplies a service to a customer base that has no idea how to do that service themselves has my respect. They are definitely more patient than I.

One client didn't pay me the balance $500 she was supposed to pay because I didn't add the content. As a matter of fact, i never accept such jobs. It doesn't require a designer to copy-paste stuff.

I am doing the certification of PHP. We were provided with an image file which contains the layout of the site with its measurements and asked to develop it through CSS well I have done it but their was a question in my mind will it be the job of developer to suggest the measurements or this work will also be done by the designer.

That depends. If there is a designer, they may do it. Quite often the developer will work in conjunction with the designer to structure the site layout.

The bottom line is that as a developer you have to know how to design. Even if you don't actually do it.

Are you a designer? If not, you shouldn't be trying to rip off images and create a layout for websites. Hire someone who knows his/her job. You can send your requirements to the designer.
