Is This a Custom WordPress Theme?

school-grants dot org (not sure if I can post a link).

No this is not my site, but I like the clean & simple design. Do you guys think this is custom, or is there a free or premium theme out there like this?

Do you all think a developer would re-create something like this for a cheap price if it's not available?

ETA: Could this http://wordpressthemesforfree.com/view/103.html theme be tweaked to create something like this?

Seems to be static, but yeah I could code this into a Wordpress template for $150~ so I am sure you can find someone to do it for you for cheap .

I suggest you to use some professional looking wordpress theme which will cost you around 45$. Or check for Some WSO for WorPress Themes.

  They cost you $45 because they only look professional but they are not!
  
  A professionally coded theme is way more... or it's free: made by open source enthusiasts.

This can be done in WP...Weird that you referred to that site. I read an article about the guy that used to own that one. He sold it for like $80,000!

Good luck figuring it out. Shouldn't be too hard. Wrap everything and pick through the elements!
