    You can use some softwares which can prepare readymade template like Artisteer, Seriff Web Plus or take some already designed template and customise that template in Adobe Dreamweaver 3.

    You can make some template by using photoshop. but in my opinion you should download some template for business and you can customize by Dreamweaver.
    I think this is the best way. You can follow the Those website to download what is shared by another person. Hope my opinion will help you out.
