Please can i get help on how to remove the pop up that is the initial display that comes on site , i have tried deactivating all the plugins but it wouldn't go.

You must be using some script on your website. It might be part of the theme. That's all I can say without having access to the site.

  Yes, i think if you already disabled all plugins and pop up still appear, then it might be embedded on the theme. You can check the footer code of the theme by going to "Appearance->Editor".

download your theme to ur local pc
search the sting on the popup window
find it using software throught the all theme files

i believe u'll get the distrubing and noisy popup generator file...
