Can Elements Do All This?

I've been using the 30 day trial of photoshop, and much as I like it I can't justify the price that Adobe want.
Here's what I've been doing with it.
Editing .psd files to remove layers and split the graphic for turning it into an opt-in form.
Creating basic web graphics, again using layers and then saving for web use.
I think I'd be able to do this with just elements, but can't seem to find out as all the links seem to try and sell the more expensive photoshop.
