I love the look of this site: Small Business Ideas and Resources for Entrepreneurs

Anyone know if this is a WordPress site or what CMS they are using?

Any WordPress themes similar to this one?

Inc.com does not WordPress for sure, but that shouldn't stop you from creating a similar site using WordPress. If you look into WordPress theme repositories and marketplaces, you will find a lot of themes similar to your desired layout. Best of luck!

Hi Jon,

I've been looking at a lot of themes lately and the layout looks a bit like "profits theme" and/or "flexsqueeze" theme. Both are paid.

That layout (2 column/2 top menus etc..) can easily be created with PageLines free version. WordPress › PageLines « Free WordPress Themes

Its not Wordpress so no particular theme being used.

However, you can design any site to look like that in under 20 mins with the Catalyst theme. I use it practically on all my sites.
