Looking For a Basic Theme Like This One...

WEB DESIGN

I have searched high and low and have yet to come across something like this.

A theme with a header and footer that can be easily edited, simple, white background, and a side bar.

Any recommendations?

Check out the clickbump theme skins

I'm using the clickbump canvas child theme on several sites and I can modify the header and footer colors, background colors and images through the admin panel.

Use Wordpress and you can use TwentyEleven theme which is a basic theme and is installed when you install the platform.With a few customizations you can achive that layout quickly
