Can This Be Done?

Long time member but not sure I ever posted here. I am not strong when it comes to web design so I thought I would come to all of you.
I need to get a website designed and was wondering if a WP site can be built with a dynamic logo? What I mean by dynamic is some kind of flash logo on the top left side of the screen? I know wp and how it works but do not know if this is even possible? Thanks all for your help.
