how can i create a website like this?
i would like to learn how to manage that type of webstes, is this HTML5 ?
i dunno wich lenguaje is it

  That site uses HTML5, CSS, and Javascript / jQuery. And it's very possible that some server-side scripting (ie PHP) is involved as well, but no way to know about the server-side stuff without having admin access.
  
  Looking at that site's source code though... there's a lot of bad practices going on there (like inline CSS, and using tables for layout, etc). So if you want to learn how to code sites similar to that, then definitely do NOT use the source code from that site as a guide!
  
  Whenever you're learning a new language, etc, it's always a good idea to Google [language name] + best practices, to make sure that you're doing everything the right way.

this site is actually built with flavors.me - you can sign-up for a free account and add up to five services - then they say it costs 20 a year for a full-fledged site.

So if you want a site exactly like that... there ya go
