Wordpress in Non_english help

Need some guidance here on the correct way to do this or to know if the way im planning on doing the following will work.

Im putting together a Wordpress website. The finished site will be displayed in a Non-English language.

Eventually I will add english pages to match though.

As an English speaker only, im going to install WP as normal in english. I need to be able to use the control panel.

1. I'm going to install wp in English and then just add the content in the other language to the pages. Is this ok doing so in making a site in a non-English language?

2.Down the road I might, unsure yet, add pages to reflect those in the other language but in english. The way im planning to do this is to just add an english tab to the top of each page and link it to the corresponding page in english and put them all on a sub-domain.

Can someone answer 1 and 2 for me and let me know if putting a site together in a different language will work like this. I do not want to refer on a translating plugin or multi-lingual plugin.

I think what you can do is install WordPress as English (as you stated), then for the theme you use, it MUST be localized/translation ready. You then have the language files in the theme (such as the .pot, .po, .mo) so your front-end can be something else.

I don't see why you couldn't do #2, but it doesn't seem the most productive. You should be able to have a language switcher/button so someone could just click English, but not have to have a separate sub-domain. Not 100% positive on that, but if you dig around a little you should be able to find that out easy enough.

Thanks for the help so far. Ive been reading but its just not grasping it.
Lets just focus on the first part. Im probaly just going to do the site in the one language.

I dont understand what the language packs are doing I queses. Are they totally necessary?
Currently I can paste the articles and such from the other language into wordpress and get them to show like they should. I can put the page names as well in the other language also.
So, will this not be good enough to have the site in the other language or is there more going on then I see?

Bare with me, as this is very new to me. Thanks for helping
