sounds like a job for joomla although i'd recommend that you go find some social media website clone script and go from there... first you need to go sit down and address your development requiremnets what you actually need and how to go about creating it..

if you know the basics of how a database works and related information gets joined together using queries and how increasing number of overlapping matches for a key Indentifier can generated a percentage score of high likelihood matches for said identifier.. and ordering those from high to low could end up giving you what you actually want.

you could possibly program the whole thing in php with a day or 2 if you know all that.. programmers are going to charge you anywhere from around $200 to $1500 to make you what you want.. trust me there are a lot of trolls out there who'd love to bilk you for your money..

sit down with a couple of books -->> PHP and MySQL For Dummies is a good start..
