Bootstrap HTML theme.. how get website developed?

I've come across several Twitter Bootstrap themes that I've purchased. I have the HTML/CSS files. I have little knowledge in web development so I'm completely clueless on what to do with these files.

What's the cheapest, most efficient way to get these developed and live -- optimizing for both SEO and website loading speed? Do I need a CMS? Is the process from Bootstrap HTML/CSS to WordPress (i.e., Genesis framework) fairly simple and cheap to outsource?

    You need to contact a web developer that's experienced and knows what they're doing.

    Mynt, whats your goal here? What do you want to do with these templates? If youre just looking to have a responsive website built, there are a lot of finished themes and templates out there to build a website with. Wordpress makes it super easy.

    For begginers CMS Wordpress is the best way out
    It`s better to develop your own WP bootstraped theme, usually I`m using pclean theme(it`s minimal wp theme) then I import bootstraped styles into main style.css
    @import "bootstrap/css/bootstrap.css";
    @import "bootstrap/css/bootstrap-responsive.css";

    And develop in localhost first, then upload in webhost.

    Hi, am new to WF but have been in Web Development for over 8yrs. Your best bet is to go with pre-designed WordPress themes and customize them to fit your needs. Barring that, you will need to hire a web developer to help you with the conversion as it will not be a straight-forward process and requires you have a good understanding of Wordpress architecture and PHP to convert the theme yourself

    you can develop your own cms ( content management system ) with the twitter bootstrap . You just need a bit of php for the database connectivity to develop word press like applications.
