.htaccess file confusing

Is there is a possibility to have same .htaccass file for all server like Apache IIS/windows.
I'm asking this question because my website is built in asp.net. So,
weather I have to create .htaccess or .aspx file for 301 redirection.

    No. htaccess is Apache configuration file. However, IIS has web.config that is pretty close.

    The first Google result I see for "IIS htaccess" is this document. That's a bit complex, but just google for easier tutorials on redirection.
