The best way is doing it manually with HTML and CSS. There really isn't another method that will be as clean and quick as doing this. It will seem difficult at the beginning, but will get much easier later on. I recommend you check out some PSD to CSS plugins, these will help you out with speeding up your conversion. Good luck!

Easiest way for you if you don`t care about how clean your code is, just export to html from photoshop. Job done. But first you must slice it. Just find a tutorial on how to export to html from photoshop. I know it`s not the best way to do it, but it`s the fastest and requires very little knowledge.

You can check this out: CSS3Ps - free cloud based photoshop plugin that converts layers to CSS3 styles.

It will translate all the objects you need into CSS. Then you just have to translate your layout into HTML. Dreamweaver will help you out since it has a built in preview that makes things go much quicker. Good luck.

I highly recommend you do not go through with the photoshop to html convertor along with finding any plugins that does the job for you. These are usually poor coded.

Either manually code or find a freelancer

After completing design work use Photoshop for Slicing and later convert it to html using "Save For Web" option "File Menu", this is easiest way standard practice. After this work on any HTML editor like Dreamweaver etc.,
