    Well you can purchase Photoshop which will do the trick, OR for a free alternative I highly recommend GIMP - The GNU Image Manipulation Program

    I use Gimp and but mainly Inkscape (Draw Freely. | Inkscape) but only because I do lots of work in Inkscape. Any photo editing software will allow you to do it.

    You don't need to use Photoshop to achieve this. You can do it through css using relative and absolute positioning. This later allows you to change the properties of the text without editing the image in Photoshop.
