  no, you should sign up to a service like aweber and drive traffic to your own opt-in form..

Buying or sending emails to people who are not even interested in your email may not even get you any return, best email list if having your own newsletter with some short of product tips or something for free info or knowledge you offer in which people may be interested, and you can add your offer in footer.

For all this first thing is you need come up with some good project for your website then get traffic in it and people signup for newsletter, other then that I really don't think spammy emails going to convert at all, they either land in spam or people just ignore them.

I know this wont take you any far but there are sites online which sell email lists....now it will be interesting to see if these lists are single opt-ins or double opt-ins also how fresh the data is.
