Is there such a company or can you set up a CPA site with your own product and sell the leads
In other words lets say I have a squeeze page promoting a dog training ebook
People submit their email to get the ebook
but I then pass on their email address to someone else or it is automatically sent to a 3rd person

Is there such a company

    You mean you capture the leads with your own site and then send them to the merchant? If so, I think that it can be possible if you partner directly with the merchant, but most companies won't like the idea because you will also be able to keep people's emails.

    This sounds like a bad idea for several reasons one, is the privacy of your subs, if they know their email is going to another party will they give it to you for your ebook?

    Also advertisers and networks want you pushing traffic to offers that convert, not just any old email.

    Now if you had a system set up where a visitor had to complete a offer to get your ebook that's legit if the offer is a incentive one.

      well I was thinking you could tracking Software on the site so that the leads are sent directly to the advertiser and not the affiliate
