It depends on the program. This would typically fall under their 'incentivised traffic'. Many allow it. Many don't. Your program-specific TOS should state what is and isn't allowed.

Be careful anytime you are sending email traffic or incentivized traffic that the network allows it for those offers. Usually you can check with your AM and if they are worth their weight they will be able to tell you the answer to these questions in about 2 seconds flat.

A really good AM will decipher what it is your looking to do and further suggest other offers that will work with your strategy !

It depends on CPA network that have incent offers. Some have lots of offers that allow email marketing, some prefer to not allow email marketing.

Your best bet would be to speak to your AM - explain your method - A good Am will be able to assist you in choosing a offer that will blend in with your marketing promotion - possibly give you a pay bump.

The key is to be honest with the AM - They are there to assist you.
