Email submits for International Traffic?

I was wondering if there are any CPA networks that have Email Submit offers which accept international traffic and not targeted to one country.

I've never seen an email submit that's available across all countries, typically they are only available in one or a few countries. Maybe see if offervault can return any searches that will help.
