IMo offers download offers like FLVMPlayer.com ,ILivid etc will work well with such site

  Try split testing between networks , some times changing network will turn a loser campaign into winner Yeah yeah shaving happens..

  I would recommend popads.net
  I have a 70k+ per day pageload site and I make $50+ per day. Also AdSense is not an option, so maybe try other banner ads such as clicksor or adorika. Taggify is nice too for your situation. Cheers

Try to LOCK download links with incentive cpa offers.
But if you know how to code make to lock RANDOM users not all, because you may start loosing traffic.

The best thing in your case to do is to probably search sites similar to yours and see what types of ads they have on their sites - then try to use those types of offers and see what converts best.
