A lot of people make their own banners using Pixlr:

Photo editor online - Pixlr.com edit image

It is a free to use browser software that is intuitive to work with. I know a lot of fairly experienced marketers that actually use this resource.

I got this banner:

from Banner Design - Cheap Web Banner Flash Banner Designer . I also ordered some other small graphic from them and they were always quick (less than 24 hours) and I liked the results.

Fiverr is pretty good for something cheap. Find highly rated ones that have a lot of feedback and have been around for a while. Find ones that allow revisions.

I love Fiverr, I outsource every little thing from there to run all my websites.
But when I am feeling creative, I also use Pixlr to create my own because it is very easy to use and the results are always good.
