I have a page on Facebook if someone likes my page, is it still considered to be spam if I send them a message about my business? Just a short one to try and peak their interest.

There is a possibility that you can be flagged as spam if you a send a message to every user. I suggest doing this organically. Promote your business through your page in a content that will catch their attention and in that way, you are advertising your site and also engaging with your audience too.
