    Did you get any bounce messages from hotmail? Might help to know why you are blocked.

    May I ask what app you use for sending emails? And what MTA? Are you sure you have configured MTA correctly?
    Your app may send out 1 email every five seconds, but these may get stored in MTA queue and then get sent much faster; according to your config there. So this could be a reason for block. But your bounce message would be: deferred and a 4xx error code. I think I remember that correctly.
    If you get 5xx error code, some other reason is blocking you.

    Have you checked your setup? DKIM, SPF, DMARC all working good?

    Also, your IP may not be as clean as you think. Some hosts have dirty IPs and some have cleaner IPs. You get an IP and run it through the blacklists, and you find it's not blacklisted.
    But once you start sending emails, you find it's blocked by various ISPs because of a long history of spam and abuse.
    Like one host I got IPs from, they were all blocked by att.net, verizon ... etc., no chance of getting them removed from their internal blacklists. Your IP may be on an internal hotmail blacklist.

    But it could also be that your IP just needs warm up. I warmed up a few servers in my time, and I saw emails blocked by yahoo, gmail, hotmail ... but after some time they started inboxing.

    And another question, if you set up VPS for sending email, why you need cPanel, WHM? When I set up email server, I just install what is strictly necessary. I fond that cPanel and WHM and almost any other admin panel is just a disturbance for emailing, not help.

    As for hosts, there are a lot of hostings out there who offer linux unmanaged vps for a few bucks per month. Google for vps under $5 or something like that. Ask them if they allow setting your rDNS
    Ask them if they block any ports (some do to prevent emailing) or if they allow bulk mail.

    DKIM checked, SPF checked, DMARC not set


    I am using maxprog Bulk Mail on desktop it has a delay settings, but not sure if the emails are queued in the MTA, no idea how to verify this.

    Have you considered using an email sending platform instead of a self-hosted solution?

    By using an email sending platform, you don't need to worry about the deliverability. You can focus on creating lead generating emails.

  • 5 seconds per message for a single domain (hotmail) and single IP is way too fast! Actually your list must be full of different domains. That is rule #1 because people in the world have different email providers and anything unusual as this is treated as spam.

    Also, buying ips and servers from anywhere that is known to be bulk friendly is never going to inbox for you.
    You need to find the places that are not known for it, and those are the ones with pristine clean ips.
