Yeah.. I would shoot for Pligg, too.

Also, most content management systems and even WordPress can have this twisted into it...

It would be a fairly simple job in the hands of a decent CMS coder

Readers add posts. Readers comment on posts. Readers vote posts up and down. Readers can see only posts above a threshold. Set the threshold all the way up and you get the cream of the crop, according to the community. Set the threshold all the way down and you get all the spam and nonsense. Set it in the middle and you see kinda worthwhile tangents. Works pretty well, and the code's free. Proven with a decade of high volume use by argumentative geeks.
