Can I use the same About Me page for all of my site? I'm going to use the same persona either way but wondering if it will hurt me in the SERPs if I use duplicate content even though its for a page I don't even want to rank for.

Im not sure about this, but considering google doesnt rank your website, it ranks your pages I wouldn't think it would be an issue. however if having duplicat content associated to a website affects the whole site then you may have an issue.

Just to be on the safe side I would change it around a little. SERPs aside its probably better to have different information on each page. It's the same with having identical sales pages. How do you know which one converts better if they are all the same?

Interesting question. I use Blogger, and it has an "about" widget that I'd initially filled out. Later I registered a second blog (it ties into a forum I'm using to establish myself on more for the other blog, if that makes sense, and is a very minimalist secondary project in terms of the time spent on it) and noticed Blogger used the same "about me" profile on both. As Blogger is owned by the big G, my thinking is that you won't be penalized there for duplicate content.

In my case, because I didn't want the exact same "about me" on both blogs (for reasons having nothing to do with SEO) I simply disabled the gadget and will instead do it as a separate "about me" page when I decide to get around to it.

It won't create a lot of harm, but I do think it is best to switch it around a bit, even just a little. For instance for one site you can have an "about me" page, and for another site use "all about me", and for another site you can use "about *your name*" and so on. That is what I would advise.

Why don't you just noindex the "About Me" page? Like you said, it's a page you don't even want to rank, so just noindex, nofollow, and noarchive this page. I use Thesis, so it's just a matter of checking the 3 boxes under "Robots Meta Tags" when editing the page.
