    You can offer premium (paid) listings as an option, on top of the free directory listing to every business. The BIG question is... Why should they even sign up for a free listing with you? What's in it for them? Have you figured that out?

    The chances of getting either to pay are remote to say the least, that is unless you're a marketing wizard and can put the product under more noses than the thousands of other directories out there.

    If you can do that, you also need a product that's highly polished and professional in both the way it's laid out and presented - not just slapped together. This is in addition to being very thorough and exhaustive in it's contents and classification of them.

    You're entering a field that with the advent of the internet has become completely saturated, so unless you've really done your homework, and can offer such coverage and exposure that your customers feel compelled to buy, then you're on a loser from the outset.

    You might want to try adding some services for the businesses if you're going to do a directory. For example, you may add coupon capabilities for pet stores.
