Operating in a foreign market. Outsourcing or recruiting your own local team.

Here is the situation. We are about to enter a foreign market and we have two options infront of us - to hire a company to do the hard work for us or to recruit our own local team. What do you think, which one is better?
I realise that the first one is cheaper and will save us a lot of time and efforts, but why then some companies are recruiting their own local teams?
According to you what are the advantages and disadvantages of hiring a third company and adv and disadv. of recruitng a local team?

    It's not something I've ever done - but one 'thought' screamed at me as I read your post.

    How well do you know this market - and the social/ethical/work habits of people in this 'foreign market'? Seems to me that (and fluency in the language, if different) would be an initial determining factor in choosing to create your own team or hire an existing company.

      It's about the Bulgarian market. I arrived in this beautiful country yesterday and this is my sixt visit, so I have some knowledge about the social/ethical/work habits of the local people. And yes, you are right about the language barrier, it is a determining factor.
      So, regarding your point of view, it is better to hire an outsourcing company. I have something on my mind, but before to take any actions, i prefer to compare your opinions with mine.
