Email List question

I have a problem.

I have agreed to do a once off email blast for a children's health charity. They have been given the list by a government department and all the members of that list are employees of that department. There are about 15000 in all. There is no offer - simply a one-time informational email regarding a specific area of children's health directly relevant to the employees in question.

I have signed up for two different mailing companies on their behalf only to have the list refused as a "third party list" in both cases.

Can anyone point me in the direction of a company that would take this on at a fairly reasonable cost?

    In this case.... best bet is to get a VPS and install phplist to send out the emails.

      Got to be a self hosted responder option as I can't see any hosted responder company allowing you to import that sort of number without showing they had opted in with you previously.
