Ideally you should copy past your title to the meta description. Always and your main keyword at the beginning of the title.

Google stopped crawling meta keywords , so it's pretty much useless....

In the case you want traffic from those locations, your best bet is paid traffic.

Document everything that you did, present it to Google along with the disavow. They're going to want to see 80-90% of those links gone...pretty much any link you built yourself.
