Is there any software that can extract external links off a webpage?

Hi

Is there any software that does this

1.Lets you upload a list of url's to extract the external links on that page

2.Must be able to use proxies

    I don't know of any software that does that specifically. There's lot's of software that do similar things though - like check the number of external links. I could be wrong though!
