Looking for an Expert Wordpress Plugin and Theme Creator (No Fooling Around please)

I have this super plugin and theme in mind, I've been using a similar plugin and theme fro my business but it's not doing all the stuffs I want.
SO, I'm looking for a serious wordpress coder who knows and have very good expertise experience on creating top notch wordpress plugins and themes to work wit, I need someone with with a good workforce cos I want this project completed ASAP.
This is like a client theme and plugin use to manage SEO clients and other business clients and will have a boatload of features.
